Manager, Facilities & Maintenance

 

The Facilities Manager reports directly to the Snr. Plant Manager.  The Manager, Facilities and Maintenance has direct reports. 

 

Responsibilities / Duties:

(Responsibilities include, but are not limited to the following)

 

Maintenance Management:

 

  • Establish, implement, and maintain a TPM plan for facilities and critical equipment

  • Define and execute the maintenance and reliability roadmap (3–5 year horizon), shifting the organization from reactive to preventive, predictive, and prescriptive maintenance

  • Identify and plan work through formal requests and preventive maintenance plans; schedule all work orders, establish priorities, and manage planned vs. unplanned downtime (target <5% unplanned, where applicable)

  • Establish and track performance targets (e.g., OEE, MTBF, MTTR, and PM compliance) and drive continuous improvement

  • Lead reliability programs including root cause analysis (RCA), FMEA, and reliability-centered maintenance (RCM)

  • Determine manpower requirements for each job; organize and request extra manpower as required, including shift coverage for 24/7 operations when needed

  • Assess each work order and determine whether work will be done in-house or subcontracted

  • Oversee spare parts strategy, including critical spares inventory and vendor-managed inventory agreements, as appropriate

  • Partner cross-functionally with Production, Engineering, Quality, EHS, and IT/OT Security to improve reliability, maintainability, schedule adherence, and risk controls

 

General Maintenance:

 

  • Coordinate and oversee all maintenance activities for all DEW facilities Ontario & New Brunswick

  • Ensure general maintenance and upkeep of facilities, yard and equipment are completed

  • Conduct electrical and mechanical repairs as required

  • Monitor and maintain building HVAC system

  • Coordinate snow removal and landscaping services

  • Responsible for janitorial services

  • Create and implement periodic maintenance schedules

  • Answer emergency service calls as required

  • Follow up on facilities requests

 

Facilities Planning and Expansion:

 

  • Evaluate existing space and utilization and make recommendations 

  • Coordinate the creation of building plans, including drawings, schedules and budgets

  • Arrange permits as required

  • Coordinate and manage subcontractors where needed

  • Supervise building and expansion activities

  • Reconfigure office space and order and rearrange furniture when necessary

  • Ensure deadlines are schedules are met

Financial Management:

 

  • Evaluate subcontractor costs

  • Exercise sound financial management

  • Assist with the creation of annual maintenance budget and expenditures

  • Ensure budgets are met

  • Create bill of materials and submit purchase requests to purchasing team, following as required

 

Supervision:

 

  • Provide training and guidance to permanent and contract staff

  • Manage subcontractors

  • Ensure all workers adhere to company policies and safety regulations

  • Assist with the completion of assigned projects when required

 

Other:

 

  • Work well within a team environment

  • Maintain open communication with all team members

  • Adhere to all company policies and safety regulations where applicable

  • Travel as required

 

Experience:

 

  • B.S. in Mechanical, Electrical, or Industrial Engineering

  • 8+ years in heavy manufacturing or 5+ years in defense, aerospace, or other regulated industries

  • Ability to obtain Secret clearance

  • Proven experience with RCM, TPM, and Lean Six Sigma (Black Belt preferred).

  • Familiarity with composites processing, ballistic testing equipment, or armored vehicle production is a significant asset
